People have taken to calling those captured 'hostages,' even though no demands were made that I'm aware of. Maybe there would have been if we hadn't acted so quickly. But with so many kidnapped all at once, what else could it be? There's an anti-Simwe faction they're having us investigate now.
Well, demands were certainly made of them. The logic on that doesn't work, for me. Native weirdos like Cree and his ilk would have a better idea about all this versus people who haven't been here very long, you'd think.
She tasked the Royal Guard (and anyone else who was willing to help) with looking into the people who started the riots. It's likely the same group responsible for the kidnappings. There's been a lot of criticism of the empress these past few months; I wouldn't be surprised if we're on the cusp of an outright coup.
Depends on who you ask. The gist of it is that she's unfit to rule, her leadership is ineffective, she came into power in a way that doesn't sit well with the people. I'm looking into it myself. What are the Wyverns' opinions on their king?

When the manhunt for the rogue shamans was going on, loads of civilians were encouraging a non-government vigilante group to investigate alongside the Knightryders, wanting a more balanced inquiry than just the one sanctioned by Shanrian. No calls for usurping or questioning leadership, just plain old checks and balances.
I've been here a while now, but not long enough to form a proper opinion. I'd say she seems to be relatively hands-off, but is quick to put in an appearance at just the right time and with just the right words or rewards to try and placate the masses, like after the riots. She's very close with the commander of the Royal Guard, Ashti. And people don't like her very much either.
Wyver sounds a little more steady by comparison. Interesting, since that wasn't the impression I got when we lived there for a time. As for Cree, I think not knowing his angle is what he wants. But that seems to be a common thread amongst the key players here.

When we have our little meeting upstairs, I may be able to fill you in on a few other things that go back as the first attack last summer.
